Nestlé Malaysia is expanding its circular packaging initiatives as part of its broader strategy to halve emissions by 2030 and achieve net zero by 2050. Beyond reducing the company’s own environmental footprint, the initiatives are helping to build Malaysia’s recycling infrastructure, increase household participation in recycling and demonstrate how extended producer responsibility (EPR) could work in practice.

A key area of focus is packaging. Nestlé Malaysia is reducing its reliance on virgin plastic, increasing the use of recycled PET and improving the recovery of packaging after it has been used.

The company reported that 95.6% of its packaging was designed for recycling in 2025. Through voluntary EPR initiatives, it also collected more than 15,000 metric tons of packaging materials, including over 11,000 metric tons of plastic.

The impact extends beyond the amount of plastic collected. By increasing recycled content and reducing the need for virgin plastic, circular packaging can lower the emissions associated with producing new packaging materials while keeping existing materials in circulation for longer.

Building the infrastructure needed for a circular economy

One of the biggest challenges facing Malaysia’s recycling ambitions is not simply whether packaging can technically be recycled, but whether there is sufficient infrastructure to collect, sort and process it.

Nestlé Malaysia’s Project SAVE — Segregate, Avoid, Value, Educate — addresses this challenge by bringing recycling services closer to households.

In 2025, Nestlé partnered with the Selangor State Government and KDEB Waste Management to pilot Programme SELKitar, extending door-to-door recycling services to more than 14,000 households in Subang Jaya and Sepang.

The company also launched a kerbside recycling pilot in Kulim, Kedah, together with SWCorp and E-Idaman. The programme covers more than 16,000 households, with weekly collection supported by community engagement and education.

The significance of these pilots is that they test how post-consumer packaging can be collected at scale. This is particularly important as Malaysia develops its EPR framework, which is expected to place greater responsibility on producers for the environmental impact of packaging throughout its lifecycle.

Rather than relying solely on consumers to bring recyclables to collection points, kerbside and door-to-door systems can make recycling more convenient and potentially increase recovery rates.

Demonstrating the business case for EPR

Nestlé’s initiatives also provide a practical example of how companies can prepare for a more formal EPR system.

The Kulim pilot, in particular, is designed to demonstrate a practical and cost-effective approach to post-consumer recyclables collection. The data and experience generated from such programmes could help policymakers understand the operational requirements and costs involved in implementing EPR at a wider scale.

This has implications for the wider manufacturing and consumer goods sectors.

As EPR policies develop, companies may increasingly need to consider packaging not only from the perspective of production and cost, but also its collection, recovery and end-of-life management.

Nestlé’s experience suggests that investing early in collection infrastructure, recyclable packaging design and consumer education can help companies adapt to this transition while contributing to national environmental objectives.

Impact beyond Nestlé’s operations

The company’s approach also illustrates how large multinational companies can influence the wider packaging ecosystem.

By creating demand for recycled materials, improving collection systems and working with government agencies, waste-management companies and communities, companies can help strengthen the market for recycled packaging.

Nestlé has also pursued similar approaches elsewhere in Southeast Asia. In Vietnam, Nestlé Waters previously partnered with seven other companies to establish the not-for-profit Packaging Recycling Organization Vietnam, aimed at developing the country’s domestic packaging collection and recycling ecosystem.

In the Philippines, Nestlé has also partnered with Restore Solutions and Robinsons Supermarket to pilot reverse vending machines for sachets.

Together, these initiatives point toward a broader shift in how packaging waste is managed in the region — from a traditional linear model of produce, use and dispose toward a circular model in which packaging is designed for recovery and materials are returned to the production cycle.

From packaging waste to economic opportunity

The impact of circular packaging therefore goes beyond waste reduction.

A stronger recycling ecosystem can create demand for collection, sorting, processing and recycled-material manufacturing. It can also support new business opportunities for waste-management companies, recyclers and manufacturers using recycled feedstock.

For Malaysia, this could become increasingly important as the country balances its climate commitments with the need to maintain industrial and economic growth.

Nestlé Malaysia’s experience demonstrates that emissions reduction does not necessarily have to be separated from business activity. Improvements in packaging design, recycling infrastructure and material recovery can simultaneously reduce environmental impacts, create new economic activity and prepare businesses for a future in which circularity becomes an increasingly important part of manufacturing.

The larger impact may therefore be the ecosystem being built around the packaging itself. By working with governments, waste operators and households, initiatives such as Project SAVE and the company’s EPR pilots can help establish the systems needed to move Malaysia closer to a functioning circular economy.
